There's no secret and there's no special method that only applies to PNY as opposed to any other manufacturer. Turn up the speed, adjust the latencies, turn up the voltage, do whatever works until it stops going any faster.

When it stops, then that's your top speed. That doesn't mean you'll get DDR400 or anything else.

Is the only place I can 'Turn up the speed, adjust the latencies, turn up the voltage, do whatever works until it stops going any faster' other than the bios, or can I even do these things from the bios?

If not, where can I do this or what programs should I get to do this.

most everyone uses the bios to adjust memory settings although there are some software programs that will do it for you. I do not recommend them however because I've had some bad results with them. Stick w/ the bios.

To the crucial question, no it wont run 3200 speeds. Crucial's quality is outstanding, but its overclocking ability stinks. Maybe get it to 2700 speeds, but I'd say that's best you can hope for.

Actually I've seen some Crucial PC2100 running at PC3200 speeds. It was being fed around 3.3 volts and probably loose timings though. Hehe.

Turn up your RAM voltage up to around 2.8 volts at first. Then raise your RAM timings. Up the FSB until your computer doesn't boot. Try more voltage if you can, and continue upping the speed. Once you have the highest bootable speed use Memtest or Prime95 to test for stability. Lower the RAM speed, if necessary, until stable. That's the basics. Everyone has their own order in which they do things once they get some experience.

my crucial cant overclock more then 5-10 mhz. But ive only tested it at 2.5-3-3. It doesnt seem to be affected very much by more voltage either.

My pc3200 crucial is doing 440 @ 2.5-3-3-11 at 2.8V. Its rated for cas 3, so I dont think their pc3200 is THAT bad ; )
