Why does my overclock always revert after rebooting?

I have this problem which I've had ever since I put together my latest system. My video card is a 9800 Pro (128MB) and I've found I have the same problem with every overclocking utility out there (ATITool, Radlinker, etc.). My problem is this, I load up an overclocking program, I set my core and memory speeds, I select for them to be loaded on startup, and then when I reboot and check my speeds I find they're back at their default level. So I have to go an manualy overclock my card everytime I restart my system, it's becoming quite a pain in my ass.

When I use ATI tool it does the same thing. Unless you set to loadup for 2d & 3d option (right when you open ATI Tool). Also if you hit settings at the bottom then goto the very last tab. Set it to load through windows (first option I believe, check both boxes) Should work after that.
