What does changing the Latency of the RAM do?

I was looking in the Bios setting and changed a 2.5 to a 2 and nothing happened. I think its currently 2,3,3,6 if I am correct about the other numbers. I have PC3200 Ram
 
Each number represents a delay time between memory commands. Lower numbers mean less delay, so you get a performance boost.
 
OK thanks, it seems to only run stable at 2-3-3-6.

What brand of Ram is the fastest?
 
That's solely based on opinion. I'd say Corsair is a pretty good memory manufacturer.
 
That's a question that gets fanboy responses. Instead of brands you should look at the types. The lowest timings currently are BH-5 chips (which aren't being produced anymore) which can run 2-2-2-5. However faster clocked RAM will have looser timings. It's up to you to decide what is best for your situation.
