ctrl-alt-delete pops up security window

Running windows xp, have had all these security windows start popping up. Starting up I now have to enter a password, shutting down now has a new drop down box instead of the shiny buttons. Most notably, ctrl alt delete now brings up a menu where I can lock the computer, log off, shut down etc, and a button to bring up the task manager.

I'm thinking I somehow turned on security mode or admin mode or something. First noticed it when ctr alt deleting out of a game. Havent been able to find I thought might have an option to change this. Any advice on how to get back to normal would be great. Thanks in advance.
 
control panel > user accounts > change the way users log on and off. Make sure both items ARE checked, you have them unchecked.
