They are the CPU's that go into the AMD laptops...but since they are 462 pin CPU's they can work in a desktop motherboard...and the reason why they are so hot right now is...
1. They are unlocked...desktop AMD CPU's are now factory locked like Intel CPU's...
2. They overclock a lot higher then the desktop CPU's at the same or less voltages...

and because the mobiles run at lower voltages, they generate less heat, enhancing your overclocking limits

Well we almost got to the correct answer there...
They overclock really well because AMD hand picks them from the chips they run off... they only use the chips that run at stock speed at 1.45V. So they tend to clock a lot higher because they are "le cremme de la cremme" It has nothing to do with temp, they put out the same amount of heat per voltage.
They are also unlocked because mobiles need to manipulate the multiplier through Power Now! which is the laptop battery saving feature.

Exactally ^^. But yes they are indeed actual laptop chips.
the pcb layer, or porcelain, whatever it is...on my chip is a little different than my desktop 2500+, i think they may have done a little more than just lower the voltage, i think they may have taken some minor steps during magnufacturing to lower temps on these chips. i'm probably wrong, but seriously i can see the circuitry in this chip and you can't on my desktop barton.
EDIT: if clarification is necessary i may be able to come up with a pic

that is due to the new packaging, your chip is relatively old and the current bartons/tbreds/durons also sport this new package.
