Ok, this is scaring me. My Crucial PC133 Cas2 ram is quite hot to the touch. My IO voltage is 3.4, which is lower then I had it with my previous ram, but it didn't get hot. Is this holding my back on anything? Is it ok, or should I throw on some Ramsinks?

I suppose that it's possible for it to be holding you back. It definitely wouldn't hurt to throw some ramsinks on them, if nothing else, it could make them last longer (not that they aren't dirt cheap right now)

tehn dont touch it! :)
or get a fan on it
Mine's pretty hot (Crucial PC133, running @133 2-2-2) at 3.5v, but not that hot at 3.4v. I'll run the Sandra mem bench for a while tonight and see how hot it gets. It may hold you back from a memory o/c, but otherwise it should be fine.
My ram is also very hot at this time of the year, it only lose few Mhz from its usual top o/c speed. There's not much use for ramsinks if you don't also have a fan blowing at them. So, is this cost justify for that few Mhz, I'll let you decide.

I'd say picking up one of those Thermaltak RAMsink kits couldn't hurt, but yeah you're going to need a fan blowing over them.
