Should I tighten the springs down almost all the way/ to all the way?

I didn't tighten mine all the way down, just hand tightened as much as I could and that was it. Temps ended up good so I assume I tightened just enough.

I tighten my water blocks, till the springs are almost completly squished. I also upgradded to stiffer springs. The more pressure the better, up to a point, which I haven't found yet.

Well if it helps the height from the top of the tc-4 to the top of the brass nut is about .75 inches for me and very tight. This is on a P4 IC7-G motherboard.

How tight is tight when installing the water block?

It is best to use finger pressure for a snug, but not-too-tight, fit. Install the nuts on the spring loaded bolts and alternate between nuts to insure even pressure on all four corners, as though you are tightening lug nuts on a car wheel. When you think it is tight enough, it probably is.
