I just got a new t-bird and i have an alpha hsf. They both have feet on them. I need to either take them off the cpu. Or sand them off the hsf. Whish is a better idea. The ones on the cpu are soft., and the ones on the hsf are hard.

I'd take the ones off of the heatsink.
That way you'll still have the pads on the CPU should you get another heatsink.
Use something like a putty knife or something. Be careful. Don't want any gouges cut in your hand. :)
If you gouge the heatsink it can always be lapped. Can't do that for a severed finger. hehe

As far as I know, the feet on the Alpha are just glued on, why don't you try some chemicals to remove the glue, like nail polish remover etc...Don't take the feet of the Cpu , or you won't be able to put any other heatsink on. In addition there's some risk, that you'l damage your die..
