Can you create a Shortcut to launch 2 .exe's simultaneously?

I have this program that I run but BEFORE running the program I start up this other small .exe utility program. I want to make this one step, just click on 1 icon and be able to have both programs lauched at the same time... is this possible? if so, how do I do it?

I have Windows 2000 and XP
 
make a .bat file.
