Language Tool Bar disappear

When I boot in the window, I can't find the Language Tool Bar in the buttom Task bar. I check the Contral Panel and find that the "show the language tool bar on desktop " so how come it is disappear?

if your using xp make sure the task bar is not locked. right click the task bar and mouse over toolbars. language bar should be an option. click it.
