I want to attach a neoprene patch to the back of my motherboard to prevent condensation but what can i use for the glue?

Silicone, Permatex Blue or my favorite Aqua Seal. Aqua Seal is used for repairing neoprene wetsuits and waders. With the Cotal hardner, it will cure in under an hour.
