I know how to do it on a Dell Laptop, Fn+F7, but that is specfic to that hardware. Your problem sounds odd, what kind of computer is it on?
When you are in windows to change the resolution you right click on the desktop and select properties from the popup, but I don't think that is what you are asking.
If you have a monitor like mine, you can change the size of the screen and it will save the size/position changes for each resolution you run at. When I change from 1024x768 to 800x600, the screen shrinks. Then I adjust the controls, so it fills the screen, and the next time I switch to 800x600, it is the right size, and in the right spot.

I agree with Endeavor, I don't think it can be done. Why's it so important? Its only the start up screen.
