I'm tranfering large files within my home net right now and opening up the Networking tab in the Windows Task manager, it's using about ~83-85% some times even at 90. Going from a linux machine to a windows. So how efficient is your own lan? Can I optimize it more to reach 99%?.

100% bandwidth is a theoretical boundry. In a completely ideal world, you could achieve it, but not in real life. In real life, you have things like protocol overhead, collisions, etc.

90% is a really good number. Most people get 60-80%, depending on their computers, harddrives, busses, network cable, switches, etc.
