give me a better dicription of what needs to happen.
is it the outlook client that needs to send from an exernal smtp server, or is it a webpage asp script that needs to send on the external smtp server.... Or is it that you need your exchage server to forward all mail to an external mail server???

You need to get info on the smtp server you would be using. I don't think anyone here will be able to help, as there are not really any "public" smtp servers that you could use.
Most smtp servers authenticate by checking the ip-address teh computer trying to send mail has. This would mean that your best option would be to find out if the isp the network connects through has a server you could use.
There are some that let you autenticate with a username and password, but you would have to get the username and password from somewhere....

im using a home cable account, i had to set it up for my RR stmp server otherwise places like yahoo and aol would reject my email because it was from a private IP.
None the less here is how I fixed it, I went under the Exchange managment consone and setup the smart host to be my mail server and then configured the DNS servers to resolve that ip address doing a whois
