regardless of price, what is the BEST HSF OUT THERE???

I seen a swifteck "I think thats how you spell it" for $75. according to toms hardware page its number 1. But I want to do some more research before droping 75 on a HSF.

I already have a huge hedgehog with a delta 38.

my temps are idle 28C, full load 42C

1.2 O\Ced to 1.37 default volts

Well, your temps seems to be really good if compared to mine Tb1200@1400 with a Fop32, @full load in this hot day's (30-35C) goes over 50 degree C!
But, coming back to your question, probably the Swiftech MC462-A at the moment is the best way, but my suggestion is to wait untill Alpha start to sell his new Swiftykiller ;-)

I have the MC-462a and I have never seen my temps go above 40 (but then again I live in an airconditioned world, and ambient temps are never above 75F)

However, I thought the Thermalright SK-6 does a better job for cheaper. Delta fan and all. I can't tell you for sure cause I don't have one but it got a very good review.

Yes from what I've read the SK-6 is supposed to be the new king. Over at 1coolpc, they have an SK-6 with a 60mm to 80mm adapter and a 80mm fan attached. Looks pretty bad! And big too! It's called the Mighty Machine.
