I have a 2.4c and my pcs specs are in my sig. When i overclock my computer software takes longer to load than when its not overclocked. such as internet explorer takes about 10 seconds to open when pc is overcloked and its instant when openend without it being overcloked

Is it unstable as well? Your stock hsf may be holding you back?

you could also contact a mod to delete your dbl post, hope you get your 2.4 stable

Um... I'm willing to bet that your temps are 60C+ with that stock cooling... especially at 291-292fsb! You want AT LEAST a pure copper heatsink with a kick ass fan... but what you really need is water cooling or better. Cooling is definately the problem...
I vote for thermal throttling because of poor cooling. You shouldn't O/C up into the 3.5 gig range with a stock cooler. Certainly don't increase vcore much if you have a stock cooler. Post your load temps.
