I am just starting to overclock my 1.4 athlon. I can adjust the cpu freq from my BIOS, but can not unlock the multiplier. The L1 line on the chip all have the legs connected from the factory and they can not be jumped w/ a pencil. What do I need to do to unlock it?

If all the bridges are linked, then the CPU IS unlocked. That motherboard may not have the option to change the multipliers. If memory serves, you need the newest BIOS update in order to change them or do a physical modification to your jumpers.

Set the "JEN" jumper on the A7A266 board for "jumper" mode. Set your dipswitches to the multiplier that you want. (This is for the mobo with the 10 dipswitches.) Bootup to the bios and check the multiplier. If it is what you want, then exit the bios and save the change. Before the comp reboots, pull the power cord, put the "JEN" jumper back to the default position, leave the other dips alone. Boot up and go. I had no luck doing it that way. The multiplier would change but I ended up doing a format and reinstalling Windows. Now I have my 1.33 @ 10x149MHz at 1.75v and stable as hell. :)
