FSB or Multiplier

i was wondering what is more important is a speedy system, the multiplier or the FSB if they end up at the same system speed...

ie. 12*200 = 2400 or 218*11=2398

i'm wondering cause i can't push my system past 200FSB, and i think it's the ram that's at fault.

FSB= better performance

FSB speeds up the entire system
Multiplier only speeds up the CPU
