I have $70 and can maybe get $30 more and was wondering if I could get a wc system for that much. It would only need to cool the cpu but also should be upgradeable to cool gpu and nb. Thanks for all your help.

cpu block $25 (dte spiral or tec-4), via aqua pump $15-$20, a heatercore from an auto parts store, $25 max, a fan for the heatercore, some cheap tubes, misc stuff. cheapest decent setup i can think of.
for 85-90 bucks u can get an Ahanix kit, but kits arent the way to go.

How much better would it cool than a SLK-900A?
Edit: (thats what I currently have)
That would depend on what fan you are using

Waterblock
pump
5 gallon bucket
Fill with water.
That's the cheapest way I can think of doing it.

The water will heat up fast without a radiator.
I had mine in an aquarium, I thought adding frozen bottels of water would help keep the water in line. Didn't work at all.....
I got a heater core from my brother-in-laws junked Power Wagon.

Mine cracked after about 3 months. There was no aparent reason for the cracks...the sides just cracked open one day.

as for comparison with slk900, yes if u get a heatcore, copper waterblock and a 120mm fan with equal or more cfm then ur orginal heatsink fan, it will preform from a tad bit to a lot better, it will show more on your load then idle. Besides that, the noise we be A LOT lower. I would guess u would get like a 6c lower temp.. if u put a stronger fan like a 100cfm 40dba fan (which is very quiet comparied to say a tornado, if thats what your using now) you will see a huge difference. Plus u'll have the ability to expand to VGA Watercooling and NB WC with as little as 20 bucks per block.
Installing the radiator outside of ur case or as the exhuast to ur case will lower down the temps as well. Basicly, it all depend on how u set it up, even the best components won't do go if they're not set up properly.

Get the Pandora kit on ebay. It worked very well for me. I'ce tried using a chevette HC, at haven't really gotten better results. i've now got he Pandora Rad and the Chevette inline, and still no improvement pover just the Pandora Rad.
