who says? If its AS2 people, its because they say that the oils on your fingers can interfere with their grease on a microscopic level, so you're not supposed to touch the core.

no I'm just asking and plus that can't be the "real" core because they have to make the cpu core in a 100% dust free envirement it's 5 times cleaner then a Hospital.!

lol so what are you rubbing then??? Their must be some cover on top otherwise just moveing the Cpu would cause it to be no good.....

Hopefully this will clear things up a little. What you are touching is the Silicon surface of the core. The cpu is contained within this silicon core and it's purpose is to transfer heat from the CPU to the heatsink. See attached quote from INtel spec sheet:

The name Flip Chip stands for another change in design in that the "PPGA package used with the original Celeron has the actual silicon core facing down towards the motherboard. The silicon core is covered by a heat slug helping to dissipate heat from the core. The heat slug transfers heat from the core to the heatsink. As processors get smaller and faster, the ability to dissipate heat from the processor core is become more and more critical. The FC-PGA package, flips the silicon core over facing up. The core sits on top of the actual package and is exposed. The silicon die is exposed and makes direct contact with the heatsink" (Quote from Intel's white pages).

lol the best way is to just put what ever heatsink you need on it and forget about it!
