Radeon LE 32DDR w/TV (tv out not working)

My tv/out feature doesn't work on my card. I am thinking it is hardware defect but in case I am posting this message to see if anyone has any insight.

I have downloaded every radeon driver i could find and tried it, beta, non-beta, tweakfiles, etc. Every time when I open the "Displays" tab on the display properties, it shows Monitor and TV, but under the tv it says "Not connected" with a little vga cable underneath it. I can't do ANYTHING with the TV section, it is all disabled.

I tried connecting it to a tv and stuff to see if thats what "not connected" means, but it isn't obviously.

So, send the card back or is there something i'm missing?

I would say just to send it back. If all the drivers don't work talk to ATI.
