Quick question about having ram and cpu MHz the same

I just thought of something.

My ram is 400 MHz. I just installed a 2600 mobile.
Did the L12 mod for 166MHz. Should I have done the mod for 200MHz?
 
What got me to thinking about this was when I read this statement over at extreme overclocking.


"First , you must make sure that the CPU is set at the same bus as the RAM , otherwise one of the 2 will not use the other's extra bandwidth , and you don't want that . For example , if you have PC2700 memory and a 166mhz RAM capable motherboard (like the ones with the KT333 chipset) , you should set the CPU also to 166 mhz FSB , and lowering the multiplier below the default value"

My ram is 400MHz (corsair 3200LLPT) so I wondered if my cpu should be at 200. I would have to do the L12 mod to ground the ag31 and ah32 pins.
