You can do active desktop in 98? Do the active desktop and just select hide desktop icons. You can make your taskbar disappear by right clicking in it, and in the options you will see autohide. The boot screen thing is in the Windows Tweaks sticky.

THe funniest thing to do is

CHange your computer to boot up to a DOS prompt then

change the DOS prompt message to
:DISK error press any key to continue
