How long does dry ice last for and is there a way to make it run in a loop? in a watercooling system?
 
Not long and no. It's not a liquid, it's a frozen gas. It could be contained within a loop once it's thawed but there'd be no way for a water pump to circulate it. Also, once it's thawed/melted it would no longer have any cooling potential. And you can't pump it while it's frozen because it's a solid at that point. Without active refrigeration to keep it in solid form it'd last some time measured in hours and minutes, depending on the ambient temps you have.
 
Yes but you still have to deal with the fact that it wouldn't last long. If you submerge it in water at a temp of roughly 30c it wouldn't last very long at all, it would depend on the size of the piece but I think you'd be re-adding dry ice several times an hour, and I don't know if you'd wind up sucking in a lot of bubbles as the solid melts into gas. For regular system use it's not worth it. If you want to test your setup just to see what the absolute limit would be then it might be worth doing for a short time just to get some bench scores.
