I want to know what the best program is to quickly cut specific scenses from video files, mainly avi files. The emphasis is on Speed since I am going to be doing this en masse. What sofware do you suggest? The cheaper the better, but I'm willing to pay some money for quality software.

I don't think there's a way to do it "quickly" because it still has to re-encode the final product.
You could try VDUB (http://www.virtualdub.org/) it is the best freeware avi program there is. IMO
The time consuming part is having to re-encode all the parts you
want and then splicing them together.
But Vdub is pretty fast if your not trying to do any enhancement
to the source file.
