Have you tried different speakers? Might not be the card. Was it usually good and just went bad, or was it always bad?

Might not even be the speakers. The thing that always goes on mine is the speaker wire, just where it goes into the jack plug. All the flexing just snaps the copper core.

it's not the speaker's problems as i m hooking the sound card up to a hi-fi system

the sound card was fine before and i tried to use a different wire but same thing happened

Assuming you're using the correct output, and have checked the wire, it may be the card's seen its last days.

Do standard PC speakers have the same effect?

I have a few ideas in this- first make sure you are using the "line out" jack on the card, not the "rear out" or headphone jack. Second, replace all the cables between sound card and speakers. ALL of them, do a lot of swapping to be sure all the cables are ok.

which is an excellent idea! Unplug all your fans, CD ROMS, anything extraenous needs to go. Then test it again. Other devices can have a "leaky" ground that could cause this to happen.

Could also be a busted sound card, though I hope not!! Also, some motherboards just have this problem. For example, on my rig, every time I move thje mouse I can HEAR it thru my speakers. Very faint bad ground noise. Not as annoying as your problem tho.
Hope I helped you get this cleared up.

I had the same problem with my SBLive Value! Even with headphones the sound was crackling and popping...for those of you who were thinking about going the cheap way and saving some money, forget it, rather get a better version of the Live or something like the new Hercules Game Theater...
