ways to quiet that computer?

Sounds like a good idea. I'm in the Navy and on our submarine we had a similar system that used subwoofers to put out a tone that was the opposite sinusoidal wavelength to oppose that certain frequency. It worked rather well, but I don't know how well it would work in a PC.

the technology is pretty common. navy applications aside, Bose and other headphone manufacturers use this technology to make "noise cancelling headphones". they're nice for airplanes and what not - they don't play music or anything, but they actually cancel all noise.

for those too lazy to read the article in the link, a synopsis of the process is this: there is a microphone that listens to the immediately surrounding noise (or whatever the mic is specified to pick up), and then a computer translates the noise into a wave, and a speaker produces the exact opposite of that wave, essentially cancelling the original noise.
