I believe that the technical name of the common pelt is infact a "thermoelectric cooling element" The operate using the "peltier effect" and have thus been given the nickname the peltier.
Of course none of this matters at all, and who really cares. It's like calling a tissue a klenex. All that really matters is that a pelt is a TEC.
