AMD's site recommends a Power Supply of 300 to 350watts...would it hurt to get a higher power rating? ie a 400w or above...Would it affect the CPU or other components in any way?

And, on a different subject, what would be a good case, HSF, and case fans for the above mentioned CPU?

No its better to have too much than too little

it would be better to get the best psu you can afford, a good one is the antec 400w. its good to get somthing higher than 300w 350w as long as its good qualty psu.

the Antec PP412X is a 400w PSU that has the ability to increase the 12v AND 5v rail's via 2 little adjusters inside the unit, the Antec SX1040 and the SX1040B come with this PSU installed already and are going pretty cheap right now, I just purchased one from Etoyou.com for $129.00 in BLACK no less! (SX1040B) and these guys are GREAT on the phone! anyway you get the very best of both worlds here the SX1040 is a killer case with alot of room and 2 fans included, plus you get one of if not THE best 400W PSU on the planet, AND you get the ability to adjust your 5v rail when it drops below 4.7v like everyones does when they OC.
Just my 2 cents....also Etoyou.com ahas a 7/7 rating on resellerratings.com go get em!
