I think most say 10-15% (at least most in the uk that i have spoken to have said this).
why im not sure, i think it may be low ratio in a computer because your not trying to protect it from frost its just to help minimise corrosion and growth, but in a car you need 50-50 to get the required frost protection. somebody correct me if im wrong
 
10-15% is fine.
keep in mind, if u purchase a 50-50mix, u'll need to add 30 precent of the stuff from the bottle instead of 15precent because its already prediluted.
 
a drastic effect.
not only will it decreasing the thermal conductivity and capacity, but its will increase viscosity compared to regular water, this will slow down the flow.
i personally got a 4c lower temps when i deluted my 50/50 mix to something like 10/90
 
I hope that is my problem. I am not too happy with my temps. Thanks.
