this a problem?

i just got my new computer its built by my boss so it wasent bought in store, i got xp home edition and sometimes on startup the green thing goes forever and on the dvd player in the computer, the busy light flashes, theres nothing in it either, then i eject the dvd drive and it starts up so is this a problem and can it be fixed?
