I have an ATI RAGE 128 video card and I mounted it with cut 40mm hsf from a pentium 1 CPU, and another fan blows at the back of the card I wonder if it would be safe to overclock it with this cooling?

Maybe just a bit, but trust me, just get a fan for it.
I mean it will cost you like 5 bux at radioshack, just to get one of the little fans, and it would prolly get you about another 10-15MHz out of the Card.
So without the fan, a bit, but you could do a lot more 'damage' with the fan.

The 40mm HS has a fan on it, I have two fans on the card, one on the HS and the other fan is on the back.
Why do u think I could do more damage with the fan?

Can any help me please, I never thought u could o/c the video card till I became a member, never o/ced the video card before

I think he meant damage as in more overclocking.
Anyways, you can overclock your card without any active cooling at all. It would last very long, and you wouldn't get as good results, but you can. Even adding a better fan can do wonders sometimes. You should have no problem overclocking. Your cooling seems very adequate

if i get you right one hs already has a fan, what you have is overkill for a rage 128 card, youll reach te cards limit before the hs/fan....

Is there another (a hardware) way to overclock the vid card (not using the Tweaker) and I increased just the GPUs speed didn't touch the mem speed yet, should I overclock the mem too? I don't have cooling on the mem?

yes. overclock them both until you get artifacts on the screen on until it freezes and then step it down one notch.

I have a HS from PSU I cut it so it'll fit the mem chips the HS is really flat should it install it or try something else?

Go for it. You can never go too far in cooling. Well, maybe, but not with air cooling
