Well, it depends on what kind of processor you have. If you have an AMD, 75 isn't near enough. You'd want something like 150 or 172. You'd also want to watercool it. If you have a P/// then you might be ok...though you'll probably not get the best results with an air cooler.

This is a basic description of pelts:

TECs (peltiers) remove heat from one side of itself and moves it to the other. If you put a processor on one side, then it will move the heat being generated by that to the other side....but it can only move as much heat as it's rating (the wattage). You'd probably want to get one that's rated approximately double your cpu wattage. They also have a max temp differential between the two sides...so the cooler you keep the hot side, the cooler the cold side will be.

Things you would need:

Information on waterproofing your board (in case of condensation)
Dedicated PSU with voltage and amperage ratings to match the TEC.
RESEARCH!!

I think this pretty much covers the basics. If you want more information (like, if you're going to use them) you'll want to get a much better idea of what the do and how they work.

For a PIII, 72 watts is great. Maybe even for the PIV. You may even squeak by with a low-end Duron. In your situation, air-cooling should suffice. You'll definentely need to do research as Thelemac said. Search for and read everything you can find. The more you know, the less hair you'll lose in the end.

Your power supply will also be pushed a bit. Maybe too far. What can you tell us about the amp ratings on the 12 volt line

well this would be 4 a 1.33 gig ayhja athlon 266, so i guess that pelts out of the question. because i don't want to go water (At least right now). and the psu is cheassy, i just thought i might add that.
