Bad Fluctuation on the 5V line, need help please

I've been getting some crazy freaky fluctuations on my 5v line. It will bump up to 6.8v for about half a second. It has done it twice. Should I be concerned? I'm running a Fortron 530W. I have no idea what the cause could be either.

With my ECS K7VTA3 v. 8 and a 300W old Powmax, SpeedFan said that the +12V rail fluctuated between +6V and +8V about every second, and Motherboard Monitor read +10.6xV, but my meter read a rock-steady +12.11V. So get a digital multimeter, and ye shall know the truth.
