9700 Pro on Peltier

im running a 9700 pro on a peltier, set it all up today and set off to start overclocking. anyone have any idea's on why i cant get it much over 360 core? thats way low for a 9700 on a pelt and water?

to add more info to this,

its a DD Maze4-1 with the stock 80W pelt, running off a Meanwell and on its own water system

my best guess is just that the stock 80W pelt blows goats, and putting a 172W in there would get better results
