With win 98/me I can get good frame rates with GPL (a racing sim I enjoy).
I have tryed win2k and get an instant loss of frame rate were I was getting constant 36fps its down to a chugging 20/23 fps.
This interestingly gets no better if I change the res from 1280/1024 to 800 /600 in the game. Strange or what?
My sys is
p3 1gig
815e pro intel MB
392 meg ram
32 meg tnt2 ultra
I have tryed all the latest drivers and the like.
I know that my gfx card is getting a bit long in the tooth but Jesus!!! what do you need to run win2k?
Are there any tweeks to get it running more like a 9x sys?

Yes all the latest patches from MS are instaled and direct x8. This had no improvment at all.
Tryed loads of drivers for vid and sound.
This is starting to vex me as I hear some people are using win2k with no perfomance loss at all.

im using win2k,and it actually gives me better frame rates in most games i run
the fact that dropping the resolution doesnt help would seem to me that the graphics card is not the limiting factor.
although it would most likely be the major cause.
that system sounds not too bad
maybe u should try turning down things like detail levels
other than that its hard to say why its running slower
how old is the game btw,win2k runs on 32 bit code
and runs slower with 16 bit apps, could be the problem

also there are AGP fixes for the Win2k OS, alos there are anialiasing fixes along with refresh rate fixes - which helped me greatly when i was running 2k
SP2 along with the latest drivers should do the trick. Also make sure you are not loged in as Administrator because there are a lot of extra services that are started when you log in as Admin.
Check your task list and kill anything that is not needed before you run the benches.

Sorted......thank christ
I turns out there was a setting in the games ini file 2k didnt like too much.
There is a small loss in perfomance compared to 9x but I can live with it.
I need to get to grips with 2k for work. Now I can without any loss of my pethetic childish plesures ;)
Thanks for all your help chaps.
