i was wondering if i could bump the vcore volt to 1.95(1.85) now.

yes, you'll have to refer to the guides, they will tell you how, you have to mess around with the mobo hardware.

What HSF unit do you have? You really need to have a good one to push beyond 1.85 volts vcore. (Glaciator, SK6, MC462A).
Your case cooling should be good as well, I'd say at least 40 CFM each of intake and exhaust, maybe a good blowhole too.

i have a titan ttc mt1ab on my t-bird, current cpu temp- 28c - 32c
have 5 fans mounted on the case
You should be fine at the maximum setting of most boards (1.85v, often reported as 1.92v), provided you have adequate cooling. You will need something more than the factory hsf in my opinion. Keep in mind, increased voltage equals increased temperatures.
