I dont know exactly what you mean.....
If you click Use current it will start at the speeds you set. If you select Bios defaults it will boot at stock speeds. What exactly do you want to know?
in processes i get radclocker.exe i disabled that process so it DOESN'T START UP. does that mean my card will overheat because it has no clue what to start at?

It will only overheat if you have it overclocked to much. If you have it disabled then there is nothing overclocking your card so NO it wont overheat beacause it will be running stock speed.

When i disabled it, it just booted at default settings for me. (with my 8500 radeon until it died on me)
edit: default speeds
