Replacing the "Settings" menu with a control panel menu in 9x?

Win9x users, when you pointed to Settings, have you ever clicked anything besides Control Panel, or Printers occasionally? Why even have the reast of that unusable stuff in the Settings menu when you could just have a friggin Control Panel menu. I know this is do-able. I know it. I can remove the Settings menu and add a Control Panel menu to the Start menu, but it would be sooooo groovy to have the Control Panel where the Settings menu used to be.

Any ideas? I'll be huntin down this one myself too. If I figure it out before you guys, I'll give this thread a post, otherwise, I'll post anyways
