Pretty much what the title says. Usually when I go to shutdown, it freezes at the wallpaper screen. I've gotten to the 'Windows is Shutting Down' screen once. In addition, whenever I leave it alone for a while, the monitor turns off as specified, but it never turns back on. No standby, turn off hard disks, or anything else is activated. Just turn off monitor after 3 (usually set to 5) minutes
Try cleaning your registry.
