should you put thermal grease anywhere other than the center portion on a athelon or duron CPU?

You can put a small amout on the heatsink bottom and rub it around then wipe it off to help fill the microscopic pits.
Other than that no.

You can place some on the HSF area that comes in contact with the CPU core.
