database decoding programs?

I'm looking for some universal database decoding programs, that can decode generic or proprierty database formats that aren't within spec of the usual borland, dbase, t-sql, accesss etc. protocols.

Too many companies create their own darned database formats, and in some situations its a turtle to figure out how to edit these, when the companies don't want to create or sell an editor for their own database formats.
