Dual Channel memory compatibility and upgrade ques

I was wondering if dual channel mode would still work properly if one stick of ram was a Crucial PC2100 and the other was a Crucial PC3200. I believe that the PC2100 has a CAS of 2.5 and the other has a CAS of 3.

I'm also thinking about getting an ati 9800 pro, an upgrade from a ti4200.

My system has a xp2200+ 266fsb. Would I get notice a big performance increase or would my cpu and such bottleneck the video card a little. Just wondering if I should just stick with my current setup for a while and wait to get amd64 components?
