coverting a file to pdf

does anyone have any experience of how to convert a submitted file to a pdf document?

example: 1/ people fill out form on line
2/ then submit the form along with a file
3/ that file gets converted into a pdf file (the only allowable file will be .txt or .doc or .pdf, pdf will be skip of course if encounters)
4/ the file gets store in sql.

so any utility or scripts?
