P4C800E Dlx. Q-FAN Testing with n/b cooler

I've always avoided Q-Fan as it doesn't adjust rpm's based on temps, but after buying a Thermalright n/b cooler (copper), I gave it another shot. The NB1-C's little 45mm fan is quite whinny. I can hear it over my case fans. So, I hooked it up to the cpu fan header as I have water cooling. Then, in the bios, I set it to 11/16. The fan is rated at 6000 rpm's, so i was hoping for 4125.

I reboot, fan spins up to full speed, bios executes, I hear the fan spin down,,,,and down....till it's silent. I open the case, the fan is off. I try 12/16 up through 15/16 and disabling Q-Fan, no problems, fan spins as it should. Apparently the 11/16 setting doesn't provide enough volts and/or amps to meet the minimal startup requirement. Just passing this along.
