hey im looking for a program that could make the internet stop working at certain times

heres the situation:
my mom doesnt want my sister on the internet after 11:00p.m. so i was wandering if theres a program or something windows could do that could make the internet stop working after 11:00p.m.

If you have a router, your router (mine is a linksys) can block an IP from accessing the Internet for any time you set it.
