Just wondering,
How much is a brand new retail unopened P4 3.2C EE (socket 478) worth, valuewise? List price is around $890, so what would considered the upper limit for a "good" deal,if I were to try to win one, without paying list?

500 to 600.- I guess...

There's one in my rig but they disabled the L3

Well I saw an OEM new P4 3.4C EE for sale for $670

Sound like a semi decent deal? Though I know for that price, I could get -two- normal 3.4C's (if i can FIND them)....

Well, I couldn't resist, $675 for a P4 3.4EE, while expensive, is still $300+ less than the cheapest you can buy it in a store. Decent deal, fast processor.
It will make a good backup to the one I have now. (I already wanted a backup CPU anyway, as this 3.4C I have is degrading a bit).

I'll run the 3.4 EE at stock voltage. Hopefully it will hit 3.6 or 3.7 without a vcore increase.
