AMD clocking and temperatures

Listen up people I NEED YOUR HELP. I have a 700mhz Athlon and I need to know where I can buy meself a kit that will clock it to 1ghz. I also will need a water cooler so where mite I get one and for how much. Please help me. Im a fish. :)
