Pump problem

I built a tower/bong just like Stevenes under Nuclear tower in Watercooling on the frontpage (I used 4" piping), but the pump doesn't fit the pipe very well it pumps input is very close to the pipes side...

Is it okay to run the pump that way? or is there a way to run it safely outside the water?
(Its a submersible pump and its 210GPH) it doesn't pump air very good so there can be a problem running it out side water...

Any suggestions?

Is there a way of making a water block for a K6-III not using a copper/aluminium block?

I don't have the money to order a water block and I can't get it here and don't have a place where I can make the holes so I need some alternative
