I have absolutly no idea where to post this so...
Is it feasible to build my own laptop
you can get the cpu, HD, Dvd, I think video card
Is there anywhere you can buy laptop motherboards and ps and cases
or could I mod an old 400 and make it the case

yea the wrong section probs to go re-post this in the cases and power supply section mate, this is for extreme modding only, although in answer to your question, is yes it is possible your only problem will b bying a laptop case that is made to fit all your bits in, best thing to do in this situation is to buy a pre-made laptop that fit your requirements, as in the long run it ill save you lots u probs. (if this was a desktop id say build it your self but laptops are a whole new ball game)

Oh man oh man... I remeber reading about this... I think there were some companies making barebone laptops.... Add your own CPU, HD, etc.... Dang, I forget though.

yea, another thing to keep in mind is the price tags on laptop parts, I'm not sure about HDD's, LCD, and other stuff, but when trying to find a replacement motherboard for my laptop (power plug broke off) I found that the motherboards are one of the single most expensive parts in a laptop, to replace the mobo in a 1 year old Compaq it would cost me $650 for just the mobo alone...
I'm building my own laptop out of mainly non-laptop parts. Going to build the case out of some sort of translucent green plastic. Just have to wait a few weeks until I can get the rest of the parts.

Good idea but what about the LCD and keyboard and Power supply, also how will you cool it

yeah, sounds like you guys dont have a real positive attitude about this...
look, the only problem here is the battery/psu. i have this external cdrw, and by looking at its power supply, i cant imagine it would be that difficult to mod something to power a small PC built to the size of a laptop.
of course laptops have all different kinds of voltages and such for the batteries, so if you actually did do this, you might have to settle for something that plugs in.
underclock the cpu and that solves the heat problem...
"field strip" a 15" LCD and use a keyboard from an old laptop...
use a micro-ATX mobo with IGP, and the only thing that might cost some $ is the optical and HDD...

As for the power: There are small dc power supplies for ITX boards. I'm going to use one of those and a 12V laptop battery.
The cpu I'm going to use is a celeron tualatin 1.4GHz. It'll be fine with just a ramsink.
I'm going to use the 14.1" lcd in front of me.
THe motherboard is a PIII single board computer (PICMG). It's kinda bulky, but you can't beat $30 for a SBC. HDD will come from a PII laptop I have lying around, and I'm not going to put a cdrom in as I want to conserve power. I may add one later.
Oh, and you can't use a keyboard from an old laptop because the controller for the keyboard is integrated into the laptop mobo. I found some keyboards on ebay that are like laptop keyboards, except they're fpr a desktop. They even have a built in touchpad.
